Merkel began to talk about the phenomenon and mentioned these areas in public as the influx of refugees from the Middle East and Africa increased to European countries, before being driven out of common ethnic ties to take certain areas of European neighborhoods as their home, and this thing concernd for local people who fear to enter these areas.

It is undeniable that the refusal of the European extreme right to host the refugees may feel refugees rejected by the people, so they must work in isolation to form their own community, taking the European community’s offer to isolate them as an input.

The danger is that extremists are hiding in these areas, For example, Salah Abdel Salam, one of the perpetrators of the Paris attacks in 2015, hid in the Molenbeek neighborhood – classified as a restricted area – before his arrest on 18 March 2016.

Abdelhamid Abaoud, mastermind of the Paris attacks of November 2015, lived in the same neighborhood, confirming that these areas pose a serious threat to Europe’s security.

A report by the NRW State Parliament described the situation in Berlin’s Duisburg district as being run by two families of Lebanese descent.

The report showed that the streets are already seen as a separate area, the outsiders are physically assaulted, robbed and harassed.

These areas provide the extremists with a residential shelter, as well as give their extremist ideology a means of expansion in other neighborhoods, in order to recruit as many elements as possible for the terrorist organizations, which indicates the consolidation of the threat of terrorism to Europe.

In January 2018, Reuters quoted the Swedish prime minister the possibility of deployment of army forces in the restricted areas to eliminate the phenomenon, despite the dire consequences of this.

It should be pointed out that the elimination of this phenomenon requires not only a security solution, but also addressing the social and economic problems of the inhabitants of these neighborhoods of immigrants and refugees who always hold Europe responsible for what happened in their countries.

In the same context, it should be noted that the European policy of isolating refugees and migrants – in order to control any danger that may result from their actions that may not be compatible with the nature of European society – has led to the consolidation of the idea of alternative society in the minds of migrants and refugees, To enable them to face the threat of deportation again, which has exacerbated this phenomenon.
